RICHMOND, Va. (WRIC) — Richmond Mayor Dwight C. Jones has asked the help of the Virginia State Police in the investigation of a city employee who was accused and found guilty of abuse of time.
A report released January 4 by the Richmond Office of the City Auditor has revealed that the city’s Inspector General Umesh Dalal investigation of time spent by Public Works Director Emmanuel O. Adediran during construction of the First Baptist Church second facility, located at 6201 Ironbridge Road in Chesterfield County, was an abuse of time. Richmond Mayor Dwight C. Jones is the senior pastor of the church.
The mayor has now asked the Virginia State police to investigate to determine Adediran, concerning his performance and involvement with the construction of Jones’ new church.
“I welcome a third party, independent review that isn’t complicated by my role as mayor and as senior pastor of the church in question. Your involvement can also assist the city auditor with respect to the direction his reviews may take.” — Mayor Dwight C. Jones
The Office of the Inspector General received a complaint that Adediran, who was interim director of public works at the time, was serving as a project manager in the construction of the new facility. In addition, the complaint said that Adediran spent numerous hours during the city’s workday related to the project.
During the investigation, Adediran told the OIG that he volunteers at the church and serves as an assistant pastor.
The city’s CAO Selena Cuffee-Glenn released the following statement last week about the situation:
“This worker has assured the City that he only used personal time for matters unrelated to city business. However, out of an abundance of caution, the Mayor has instructed me to take appropriate action in an effort to remove any concern. The employee has been directed to relinquish 38 hours of accrued vacation leave. All parties are in agreement with this action.”
